Dr. Jayapal is the MEP & Infrastructure Engineering Director at Parsons International Consultants, leading end-to-end engineering delivery for major development programmes in the UAE. He brings over 40 years of infrastructure and MEP leadership across the GCC, India and international markets, including 25 years in the UAE. As Associate - Infrastructure & MEP with the Abu Dhabi Urban Planning Council and later the Department of Municipalities and Transport, he reviewed, regulated and approved infrastructure designs for the Emirate's flagship masterplans, ensuring compliance, sustainability and long-term resilience. His portfolio spans FIFA World Cup infrastructure, airport expansions, defence facilities, ports and harbours, highways, power transmission and generation, aluminium and steel plants, large-scale masterplanning and the Khafji Joint Operations (Saudi Aramco and KGOC), alongside senior engineering and project management roles with WSP | Parsons Brinckerhoff. At CALIM, he contributes to regional strategy and business growth, and strengthens the Technical Lens of the firm's Four Lenses approach to contracting, reinforcing CALIM's capability to evaluate, structure and guide complex infrastructure ventures.
