Questions
What does a project management consultancy (PMC) do?
A project management consultancy manages a project on the owner's behalf. It leads planning, coordinates the designers, contractors and suppliers the owner appoints, administers their contracts for the owner, controls time, cost, risk and change, and reports to the people who fund the project. A PMC does not design or build, and the owner keeps the contracts and the final decisions. CALIM PMC Services offers the full appointment or any part of it, such as a PMO, project controls or cost management.
What is the difference between project management, a PMO and a PMC?
Project management is the discipline, and the project manager is the person accountable for delivery. A project management office (PMO) is the unit that sets and runs the methods, controls and reporting that projects follow: either a temporary office for one project or programme, or a permanent portfolio office across all of an organisation's projects. A project management consultancy (PMC) is an outside firm appointed to manage a project for the owner, which usually includes running the project office. CALIM PMC Services offers all three: an interim or outsourced project manager, PMO set-up or PMO as a service, and full PMC appointments.
When should an owner appoint a PMC?
As early as possible, ideally at feasibility, because that is when budget, programme and procurement decisions are cheapest to change. Owners usually appoint one when they have no in-house projects team, when a project is larger or more complex than their team normally handles, or when a board, ministry or funder wants independent control and reporting. A PMC can also be appointed partway through, when a project has drifted and needs a re-baselined programme and a reliable cost forecast.
Do you work for owners or for contractors?
Both, but never for both at the same time on the same project. For owners and developers, we can act as your project manager or PMC, or run the PMO that governs your projects. For contractors, we can provide an outsourced planning, project controls, cost and quantity surveying function. The CALIM Code of Conduct prohibits advising both the contractor and the employer on the same project at the same time, so we check for conflicts before we accept an appointment.
Can you set up and run a PMO for us, then hand it over?
Yes. We can design the PMO, run it as a service, or do both and then hand it over. Design covers the governance framework, stage gates, templates, reporting and the roles needed. Running it covers the monthly cycle of programme and cost updates, risk and change reviews, and portfolio reporting. Handover means training your team and running alongside them until they are ready to take it on.
